MINUTES OF THE REGULAR ORONO PARK COMMISSION <br /> MEETING HELD ON DECEMBER 2, 1997 <br /> (#3B - Winter Sports - Skating Rink- Continued) <br /> Commissioners agreed to pursue the rink for next year. <br /> Welles said he would like to see a ski trail developed with signage, flags, and <br /> markings of the trail that would link up with the Luce Line. Wilson asked if the <br /> City has the equipment to maintain a ski trail. Welles said no. A plan would have <br /> to be drawn up that includes equipment. Welles said he made the trail himself in <br /> the past with assistance by the DNR during heavy snow. Wilson noted that the <br /> DNR does not maintain ski trails on the Luce Line. <br /> Commissioners agreed that the golf course was the best location for an ice rink. <br /> Welles noted the only negative was the lack of access to the golf club. Welles <br /> proposed a portable warming house. Wilson suggested this be pursued in a <br /> detailed plan. <br /> Gappa noted that the pond is at least the same size as the other ice rinks. Welles <br /> asked about clearing snow decreasing the size of the pond. McDermott suggested <br /> the pond be filled up with more water. Gappa agreed that this could be done. <br /> Welles noted that during the spring months, the two ponds become one due to <br /> spring flooding. He said his only concern is with destroying the grass. Gappa did <br /> not see this as a problem. There is a connection between the two ponds. The <br /> southern pond drains into the northerly pond, which runs through a northwest <br /> creek culvert under Orono Orchard to the east. Welles questioned whether the <br /> MCWD would have to be notified. Gappa indicated that the City has <br /> intentionally blocked the drainage to solve a flooding problem. He said he would <br /> investigate the options. <br /> Welles noted that City Administrator Moorse was hesitant to pursue the ice rink <br /> for use this winter without the availability of the well. Wilson said she would like <br /> to see plans drawn in a large and detailed fashion. Welles said he would meet <br /> with Gappa and Moorse to discuss the rink. Wilson suggested all Commissioners <br /> visit the site. Beal suggested pictures be taken as well. Welles will take pictures. <br /> McDermott asked if topography maps are available of the golf course. Gappa <br /> indicated there were contour maps available. He noted that the rink cannot be <br /> pursued until the well is completed. <br /> Wilson said the short-term and long-term plans should be brought to the Council <br /> as soon as possible and include costs. Welles said he would report back with <br /> plans at the January meeting. <br /> McDermott noted that according to the survey, 60% of the residents never cross <br /> country ski. <br /> 6 <br />
