PLAN REVIEW/REGIONAL SERVICES <br /> 2003 SBC PR-04 ELEVATOR HOISTWAY PROTECTIVES 8/03 <br /> Background: <br /> One of the amendments made to the 2000 edition of the International Building Code (IBC) for <br /> the 2003 State Building Code, was a mandate that elevator hoistway openings not protected by <br /> an elevator lobby,be provided with an approved smoke-and draft-control assembly(reference <br /> SBC 1305.0707 & 1305.0714). The concern behind the amendment was the protection of <br /> occupants from vertical migration of smoke in multistory buildings. Concern has since been <br /> raised from the division's Elevator Safety Section, over the potential for occupants to become <br /> trapped in the elevator by these mandated elevator hoistway opening protectives. The fear is that <br /> under a general alarm condition,these devices could close with people still in the elevator on <br /> non-fire floors. Therefore, this policy is necessary to clarify the intent of the amendment and <br /> abate the concerns of our Elevator Safety Section. <br /> Policy: <br /> Activation of the automatic-closing opening protectives required under SBC 1305.0707 subpart 1 <br /> for elevator hoistway openings, shall be by an approved dedicated smoke detector. This <br /> detector: <br /> a) shall be located in the immediate vicinity of the opening protective it serves such as <br /> within the elevator lobby or area surrounded by the elevator draft-curtain required by <br /> SBC 1307.0045 subpart 3, <br /> b) shall be installed in accordance with the manufacture's installation instructions for the <br /> opening protective, and <br /> c) may be connected with the local recall detector serving the affected elevator. <br /> PR033 <br /> Note: To be used in accordance with the attached, "Plan Review Policies" <br />
