MINUTES OF THE ORONO PLANNING COMMISSION <br />MEETING HELD ON JANUARY 16, 1996 <br />• - - <br />( #7 Comprehensive Plan Amendment No. 6 Continued) <br />Schroeder asked why the single property was added to the amendment. Gaffron said it <br />was a specific request by the property owner. The owner wanted to have the option of <br />upgrading if his septic failed. There is a sewer stub directed at the property now, but the <br />property is not within the MUSA. This owner would pay the normal connection charge <br />involved. Gaffron added that the City is also asking for an additional 50 units to meet <br />future requests such as this one. This would allow a comprehensive plan lasting for a <br />couple years rather than the need for a 3 -month review every time an individual request is <br />received. <br />Schroeder asked what the Met Council does. Gaffron said the Met Council looks at <br />regional development issues such as sewer capacity, as well as unrelated items such as <br />housing plans, density, existing and proposed traffic and transportation plans. The Met <br />Council has 60 days in which to take final action on the application. <br />Council Member Jabbour remarked that this amendment was a good idea and was a result <br />of the City's Shoreland Management Program dealing with the issues of non - conformity <br />with 3' separation requirements. He noted there are as many as 600 houses in the City, <br />who may have to upgrade their systems. The amendment should help solve so of their <br />problem in a comprehensive way. <br />• Lindquist moved, Smith seconded, to recommend approval of the MUSA Boundary <br />Revision, Comprehensive Plan Amendment #6. Vote: Ayes 4, Nays 0. <br />Lih McMillan asked if the amendment was approved, if there was a time deadline for <br />sewer installation. She was informed that there currently is no set schedule. The North <br />Long Lake area is the number one priority with Orono Orchard, where McMillan resides, <br />in the number two priority spot. It was noted that no interest from her neighborhood has <br />been shown at this time.
