MINUTES OF THE ORONO PLANNING COMMISSION <br />MEETING HELD ON JANUARY 16, 1996 <br />( #7) COMPREHENSIVE PLAN AMENDMENT NO.6 - MUSA BOUNDARY <br />REVISIONS - 9 :50 -10:03 P.M. <br />The MUSA revisions involve expansion of areas within Orono that can be sewered. <br />Gaffron reported that the MUSA boundary lines established by the City are required to be <br />approved by Met Council. The City Council is looking at sewering certain neighborhoods <br />to include Bayridge, Fox Hill, Weber Hills, Bracketts Point, Edgewood Hills, East Long <br />Lake, North Long Lake including Long Lake Boulevard, and Lakeview Terrace, and some <br />additional properties. One individual property abuting the current MUSA line is included <br />in the request located at the north end of Hackberry, as well as all of the currently non- <br />MUSA Orono school property that is not wetland. The MUSA line designated in 1980 <br />currently goes through the school cafeteria, 750' north of the section line. The proposal <br />would allow the entire school facility to be within the MUSA boundary, as well as the <br />hockey arena site and other school lands. <br />In order for changes to be made to the MUSA boundary, a public hearing is required, <br />along with an application to the Met Council. Review by the Planning Commission, along <br />with public comments, will be forwarded with a recommendation to the Council. <br />Gaffron reported that the last change to the MUSA boundary was in 1993. At that time, <br />the Nettles' property and the Orono sewer plant property were added. In 1992, the north <br />• Stubbs Bay area, including Cygnet Place, was added. The current look of the MUSA <br />boundary is a disjointed series of "islands" resulting from past and present plans to <br />sewering existing neighborhoods, but not new developments. There will be no change in <br />the zoning density. The MUSA revisions are intended only to solve existing problems. <br />is <br />Karen Zebek, 2905 CoRd 6, asked where CoRd 6 was in relation to the map showing the <br />MUSA boundary. Gaffron showed her on the map, noting the hockey arena site, which <br />will be included in the school property MUSA amendment. <br />Lindquist asked what the requirements were for each area to be included in the <br />amendment. Gaffron said Staff met with all ten neighborhoods. Many wished to have <br />sewer brought to their properties. Others did not , probably due to the high cost of <br />sewering. A few of these likely will respond, according to Gaffron, but need time to <br />organize. He noted that the City Council felt all ten neighborhoods should be added to the <br />MUSA. <br />11 <br />
