Staff supports the project, recognizing that modifications to the plans are <br />necessary prior to formal, master plan approval as outlined in the Planning Commission staff report. Staff <br />recommends Council direct staff to draft a resolution of approval of the preliminary master plan, <br />Conditional Use Permit, Comprehensive Plan Amendment, Rezoning with waivers, and final plat <br />approval. With resolution approval, the Comprehensive Plan Amendment will be submitted to the <br />Metropolitan Council. <br />COUNCIL ACTION REQUESTED <br />Motion to direct staff to draft a resolution of approval for the preliminary master plan, comprehensive <br />plan amendment, rezoning to RPUD, Conditional Use Permit and Final Plat. <br />Exhibits <br />Exhibit A.
