AGENDA ITEM <br />Item No.: 17 <br />Date: July 24, 2017 <br />Item Description: Old Crystal Bay Road (CSAH 112-CSAH 6) Feasibility Study <br />Proposal <br />Presenter: Adam T. Edwards Agenda Public Works Director/ <br />Public Works Director/City Engineer Section: City Engineer's Report <br />1. Purpose. The purpose of this action item is to gain council approval to commence a feasibility study <br />for Old Crystal Bay Road (OCB) between County Road 112 and County Road 6. <br />2. Background. For some time there have been concerns regarding the ability of OCB to handle the <br />traffic associated with the Orono Public School operations. In particular, OCB and those roads that feed <br />it suffer from heavy congestion during school drop off and pickup times. In 2010 the city authorized <br />and conducted a traffic and safety study which was followed that same year by a feasibility study. Those <br />studies suggest two possible courses of action: the installation of traffic circles or the creation of turn <br />lanes. The traffic circle option was selected and designs begun. However the project ultimately was not <br />approved. In 2012 a 1.5 inch overlay was applied to this section of road. In 2016 the city and school <br />began looking at possible improvements to the road including turn lanes. In 2016 the School contracted <br />with SRF consulting to perform a traffic study of the internal school facilities and the road corridor. The <br />study confirmed many of the same issues the 2010 studies had identified. At the April 24, 2017 the work <br />session the council directed staff to look at the road condition and congestion issues. On May 22' staff <br />presented some options to the City Council's School Committee and received guidance to proceed with <br />requesting the county reconfigure the OCB-6 intersection to right in/ right out and to work toward a long <br />term plan for the road with construction in 2018. <br />3. Scope. The feasibility study will consist of topographic surveying, review of existing studies, <br />preliminary design, and cost estimates for the reconstruction and reconfiguration of Old Crystal Bay Road <br />between County Road 112 and County Road 6. <br />4. Cost. Bolton and Menk has provided a scope of services for a fee estimate not to exceed $24,900 <br />(Exhibit A). <br />5. Funding. The engineering as well and the eventual projects will be funded with a combination of <br />Municipal State Aid. <br />Fund Total Est.
