Real Solutions. <br />July 19, 2017 <br />City of Orono <br />Attn: Adam Edwards <br />PO Box 66 <br />Orono, MN 55323 <br />RE: 2017 Old Crystal Bay Road Corridor Study <br />Dear Adam: <br />2638 Shadow Lane <br />Suite 200 <br />Chaska, MN 55318-1172 <br />Ph: (952) 448-8838 <br />Fax: (952) 448-8805 <br />Bolton-Menk.com <br />As requested, we have prepared a scope of services and estimated fee for studying needed improvements <br />on the Old Crystal Bay Road Corridor. <br />Proposed Scope of Engineering Services <br />It is our understanding that the City would like us to evaluate the Old Crystal Bay Road Corridor based on <br />information provided in previous studies. Improvement scenarios to be considered will include the <br />addition of turn lanes, traffic control changes, and access consolidation. To assist the City with this <br />improvement project, Bolton & Menk proposes the following scope of services: <br />Review of Previous Studies - Bolton & Menk will review previous studies prepared by Bonestroo, in 2010 <br />and by SRF, in 2016 to get a good understanding of the problem evolution and feasibility of <br />recommended solutions. <br />Circulation Studies and Scenarios Development — Bolton & Menk will use information available in <br />previous studies to evaluate vehicle and pedestrian circulation to minimize conflicts at the intersections, <br />increase safety for pedestrians, minimize queues at drop-off and pick-up locations, and improve traffic <br />operations along Old Crystal Bay Road and adjacent streets. Up to two alternatives will be developed but <br />preliminary design and cost estimates will only be prepared for the alternative selected by the City. <br />Preliminary Desi - An exhibit will be prepared for the selected alternative, depicting the roadway and <br />intersection improvements. A cost estimate will be also prepared for the selected alternative. <br />Project Phasing. Priorities and Cost - The project will be evaluated, divided in phases and phase cost will <br />be calculated. <br />Report - A draft and a final report will contain the problem description, methodology, findings and <br />recommendations. <br />Fee Estimate <br />Based on the scope of services described above, we propose a not -to -exceed of $24,900 to be billed on an <br />hourly basis.
