NENUTES OF THE <br />ORONO PLANNING COMMISSION MEETING <br />Monday, April 17,2017 <br />6:30 o'clock p.m. <br />Landgraver stated ironically it is happening and therefore the City is advocating control. <br />74 op, <br />Thiesse commented three years ftorn now the City may not ever see another one of these operations <br />agam. <br />Schwingler stated the concerns are legitimate but noted Orono is not the first community to see this type <br />of operation. <br />Thiesse commented the City can make a much better decision in a month after they have had a chance to <br />observe the other site in operation. <br />Landgraver stated the reasons for an interim use permit are to allow something the City did not think of <br />and that it is short-term in nature rather than permanent creates a land use opportunity, and allows an <br />empty lot to be used. <br />Thiesse stated it would come down to C where all the conditions are listed. <br />Olson asked if B would be attached to every single C that comes forward. <br />Thiesse stated every C would be under the interim use and the only one before the City is the current <br />application. <br />Gaff-ron stated if someone wants to do a mining operation (the Maple Grove example) that eventually will <br />become a shopping center, an interim use permit is the perfect way to do it. Gaff-ron stated interim use <br />permits have been used successfully elsewhere. <br />Tbiesse stated he is not seeing a big benefit to Orono for this type of use. <br />Laudgraver moved, Schwingler seconded, Application No. 17-3911, Lake West Development, to <br />recommend approval of the text amendment put forward by Staff for an interim use permit in the <br />RR -111 district as written in Exhibit B.
