With a selection, staff will initiate talks to develop an implementation schedule. <br />Background <br />A major Council goals is to improve service to residents and contracts as part of the building and zoning <br />activities. A well developed software system is seen as an opportunity to streamline our processes and <br />enhance communication between the public and city staff. Over the last several months, staff has been <br />soliciting information and quotes related to upgrade our permitting software to include the following <br />services and features: <br />■ Online submittal of permits and land use applications <br />■ Online approval of certain permits (re -windows, doors, roof, plumbing, mechanical, etc.) <br />■ Submittal gatekeeping for permits and applications <br />■ Permit numbering and land use numbering system <br />■ Integrated property ownership records <br />■ Customizable reporting <br />■ Online status review for applicants <br />Staff has research 8 different vendors and processes offering solutions to our on-line permitting needs, <br />the top three are summarized in Exhibit A. These three were selected because they satisfied more of <br />the goals identified by staff and the City Council. <br />This system can be expanded to include permitting and tracking of all permits we offer, including public <br />works, dog park, special events, etc. <br />Online payment. All systems offer online payment, though none of the three works with our current <br />system provider, PSN, without additional costs. With Council support, staff may review our needs with <br />our current provider to determine if changes should be made. <br />Ancillary equipment. To maximize the benefits of the system, it is envisioned that the city would <br />purchase ipad tablets for the Building official and inspector. This will allow for real time inspection <br />reporting, and eliminate the need to file paper inspection slips. <br />
