10.016 Donation of Sick Leave: With the express written approval of the City Administrator, City <br />Employees having accrued sick leave will be allowed to donate a portion of such accrued sick leave to <br />fellow Employees experiencing a major life threatening disease or condition suffered by the Employee, <br />their spouse, or minor children. A major life threatening disease or condition shall include, but not <br />necessarily be limited to heart attack, stroke, organ transplant, or life threatening illness or condition as <br />defined by a physician's diagnosis <br />A donation of sick leave from one Employee to another shall be subject to the following terms and <br />conditions: <br />10.0161 An Employee is only eligible to receive donated sick leave for time lost from work due <br />to a major life threatening disease or condition as described above, equal to the number of <br />hours of time, not compensated by sick leave, vacation leave, or compensatory time, which the <br />Employee would lose from his or her job due to the major life threatening disease or condition. <br />10.0162 An Employee will be eligible to receive donated sick leave only after the Employee's <br />accrued sick leave, compensatory time, and vacation have been used by the Employee. <br />10.0163 No Employee will be allowed to receive more than twenty (20) days of donated sick <br />leave for any single major life threatening disease or condition without the additional express <br />approval of the City Administrator. <br />10.0164 An Employee may donate no more than sixteen (16) hours per calendar year to a <br />single fellow Employee. This shall not be construed to prohibit donating sixteen (16) hours each <br />per year to additional fellow Employees. <br />10.0165 A written request to donate sick leave must be made to the City Administrator on forms <br />designated by the City for that purpose. <br />10.0166 The City Administrator shall have the right to deny use of donated sick leave or limit its <br />use as shall be determined necessary and in the best interest of the City of Orono. <br />10.017 Bone Marrow or Organ Donation: A paid medical leave of absence of up to 40 hours may <br />be granted to qualifying Employees per Minnesota Statues 181.945 for the purposes of undergoing a <br />medical procedure to donate bone marrow or an organ. A physician's statement is required, verifying <br />the purpose and length of leave requested. If there is a medical determination that the Employee does <br />not qualify to donate bone marrow or an organ, the paid leave prior to that medical determination is not <br />forfeited. <br />10.018 Severance Pay: Employees leaving the City in good standing by either retirement or <br />resignation will receive 100% of their accrued vacation leave. Each Employee with at least three (3) <br />years but less than twelve (12) years, of full time service will receive, upon termination of employment <br />in good standing, one-third (1/3) of the Employee's accumulated sick leave as severance pay. Each <br />Employee with twelve (12) years or more of service will receive, upon termination of employment in <br />good standing, one-half (1/2) of the Employee's accumulated sick leave as severance pay. Applicable <br />taxes will be withheld from the payments. Pay will be computed at the compensation level effective at <br />the time of retirement or resignation. <br />10.019 Healthcare Savings Plan: Employees are eligible to participate in the Minnesota Post <br />Employment Health Care Savings Plan (HCSP) established under Minn. Stat. § 352.98 and as outlined <br />in the Minnesota State Retirement System's Trust and Plan Documents. All funds collected by the <br />Employer on the behalf of the employee will be deposited into the Employee's post -employment health <br />care savings plan account. <br />Contributions to the Post Employment Health Care Savings Plan shall be made as follows: <br />7 <br />196142v2 <br />
