AGENDA ITEM <br />Item No.: 13 <br />Item Description: 2019 Non -Union Compensation <br />Date: December 10, 2018 <br />Presenter: Ron Olson Agenda Consent Agenda <br />Finance Director Section: <br />1. Purpose. The purpose of this action item is to adopt a resolution approving pay plan adjustments for <br />non-union city employees for 2019. <br />2. Background. The City adopts an updated non-union pay scale annually. This action will set the 2019 <br />wage and benefits for the following positions: Office Manager (PD), City Clerk, Building Official, <br />Deputy Chief, Community Development Director, Public Works Director, Finance Director, Police Chief, <br />and the City Administrator. <br />a. Compensation. The 2019 budget has includes a 2.5% COLA increase to the City's pay scale. A <br />copy of the updated pay scale is included with this memo. <br />b. Insurance. For 2019 the City's insurance contribution for employees selecting family (employee <br />plus) coverage is budgeted for $1,346.50 which is an increase of $16.50 over 2018. The <br />contribution for employees selecting single coverage remains frozen at the 2011 amount of $915. <br />The waiver amount decreases to $286.50. <br />c. Mileage. The attached resolution also confirms that the City will continue to reimburse <br />employees at the IRS allowed mileage rate in 2019. The 2018 IRS standard rate is currently set at <br />54.5 cents per mile. The 2019 rate has not yet been released. <br />d. Safety Shoe Allowance. This reimbursement will remain at $200 annually. <br />3. Cost. The total cost of a 2.5% COLA is $24,735. This cost is shared between the General Fund <br />($22,247) and the Enterprise Funds ($2,488). The increased insurance contribution adds a total of $800. <br />4. Funding. The funding for these expenditures are included in the 2019 budget. <br />5. Staff Recommendation. Staff recommends approval of a resolution approving pay plan adjustments <br />for non-union city employees for 2019. <br />COUNCIL ACTION REQUESTED <br />Motion to adopt a resolution approving pay plan adjustments for non-union city employees for 2019. <br />Exhibits <br />A.
