• Encourages supervisory personnel to similarly review performance of personnel assigned <br />under their supervision. <br />• Formulates and implements long and short-term goals for effective police services as well <br />as developing and implementing plans and programs for their achievement. <br />• Reviews and evaluates new concepts or approaches and determines their applicability to <br />the City's police services. <br />• Formulates and implements effective procedures and practices for directing and <br />controlling the police function and assures their proper application. <br />• Continually appraises the need for and modifies practices and promptly initiates any <br />required effective action. <br />• Monitors departmental performance and evaluates final results. <br />• Formulates and develops sound budget programs that will insure fiscal responsibility in <br />the carrying out of effective police programs. <br />• Oversees the prompt and thorough investigation of all crimes and traffic accidents <br />reported with the City and presents evidence to the proper authorities for prosecution as <br />appropriate. <br />• Follows up on complaints and other matters of public interest related to law enforcement. <br />• Coordinates the City's emergency preparedness function as directed by the City <br />Administrator. <br />• May participate personally, as may be necessary during emergencies, in regular police <br />work activity, such as making arrests, interrogating suspects, collecting and preserving <br />evidence, etc. <br />• Keeps City Administrator and other appropriate officials currently informed of police <br />operations to insure a good understanding of programs and to improve the effective <br />functioning of the Department. <br />• Acts as a liaison between the Orono Police Department and other federal, state and local <br />law enforcement authorities, and other organizations and groups that have potential <br />impact on the Orono Police Department. <br />• Performs other duties and responsibilities as apparent or assigned. <br />• Heavy public contact. Must administer departmental business effectively and efficiently <br />to assure that good public relations essential for effective law enforcement are <br />maintained. <br />• Act as primary contact for elected officials of police services for contracted cities <br />• Serves as appointed Emergency Manager for City of Orono, and Contracted Cities in <br />accordance with agreement. <br />Required Knowledge, Skills and Abilities <br />Knowledge: <br />• Personnel and Human Resources Knowledge of principles and procedures for <br />personnel recruitment, selection, training, compensation and benefits, labor relations and <br />negotiation, and personnel information systems. <br />• Customer and Personal Service — Knowledge of principles and processes for providing <br />customer and personal services. This includes customer needs assessment, meeting <br />quality standards for services, and evaluation of customer satisfaction. <br />• Law and Government — Knowledge of laws, legal codes, court procedures, precedents, <br />government regulations, executive orders, agency rules, and the democratic political <br />process. <br />The City of Orono is an Equal Opportunity Employer <br />
