• Public Safety and Security Knowledge of relevant equipment, policies, procedures, and strategies to promote effective local, state, or national security operations for the protection of people, data, property, and institutions. • English Language Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar. • Administration and Management — Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources. • Psychology — Knowledge of human behavior and performance; individual differences in ability, personality, and interests; learning and motivation; psychological research methods; and the assessment and treatment of behavioral and affective disorders. Skills: • Judgment and Decision Making — Consider the relative costs and benefits of potential actions to choose the most appropriate one. • Complex Problem Solving — Identify complex problems and reviewing related information to develop and evaluate options and implement solutions. • Active Listening Give full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate, and not interrupting at inappropriate times. • Speaking Talk to others to convey information effectively. • Coordination Adjust actions in relation to others' actions. • Critical Thinking Use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. • Management of Personnel Resources — Motivate, develop, and direct people as they work, identifying the best people for the job. Abilities: • Oral Comprehension Able to listen to and understand information and ideas presented through spoken words and sentences. • Oral Expression Able to communicate information and ideas in speaking so others will understand. • Deductive Reasoning — Able to apply general rules to specific problems to produce answers that make sense. • Problem Sensitivity Able to tell when something is wrong or is likely to go wrong. It does not involve solving the problem, only recognizing there is a problem. • Written Comprehension — Able to read and understand information and ideas presented in writing. • Speech Clarity Able to speak clearly so others can understand you. Minimum Requirements • Bachelor's Degree in Law Enforcement. • POST Board Licensure. • Valid MN Driver's License. • Five (5) to seven (7) years of experience in police leadership.
