MINUTES OF THE REGULAR ORONO COUNCIL-MEETING <br />HELD AUGUST 10, 1992 <br />( #6) #1752 GEORGE W. KALWEIT, <br />4265 FOREST-LAKE DRIVE - <br />REQUEST FOR REFUND OF DOUBLE FEE <br />Mabusth explained that this issue was not addressed at the last <br />meeting as the item was placed on the consent agenda. <br />Goetten felt they should not automatically place zoning items on <br />the consent agenda. She felt the double fee is not applicable in <br />this situation. She was told the Kalweits had requested their <br />builder to get a permit and he did not. <br />It was moved by Goetten, seconded by Mayor Peterson, to waive the <br />double fee for Application #1752 for George W. KaIweit, 4265 Forest <br />Lake Drive. Ayes 4',. mays 0. <br />Callahan asked staff to research the possibility of adopting an <br />ordinance requiring the builder to pay the double fee if the <br />necessary permits are not obtained. <br />( #7) #1753 SKIP MADGE, <br />875 FOREST ARMS LANE - VARIANCES <br />Skip Madge was present for this application. <br />Mabusth explained that an area of. newly installed landscape area <br />underlain with plastic Is located within the 0 -75' zone, which the <br />applicant has agreed to' remove. In that same area there is a <br />pumphouse, 3x4' and 3' high. This was installed by the previous <br />owner. A lock box, which was located In the area, has been <br />reinstalled on the concrete under the deck near the house. She <br />continued, a shed within the 75 -250' is located partially within <br />a 20' utility easement. There is not a record of•a permit for this <br />structure. The proposed pool is to be located in the 75 -250' zone. <br />The house is approximately 275' from the channel. Total hardcover <br />within the 75 -250' zone will be approximately 10 %. The majority of <br />hardcover is within the 250 -500' zone, at 42 %t. Total hardcover <br />within the 75 -500' setback zone is proposed at 25.3 %. Mabusth <br />stated a major.reason why the denial opinion voted against this <br />application at the Planning Commission meeting was that the <br />drainage improvements have not been installed along the property <br />line. The M.C.W.D. has just recently approved the permit for the <br />drainage improvements. <br />Jabbour asked about the cement slab by the driveway. <br />Mabusth stated that the City does not issue permits for such <br />improvements. <br />10 <br />
