MINUTES OF THE REGULAR ORONO COUNCIL MEETING <br />HELD AUGUST 10, 1992 <br />ZONING FILE #1753 — CONT-. <br />Goetten felt-they should have a survey including all improvements. <br />Stephen Peterson reported that the front of the drainage ditch is <br />concreted down past the house. The development was done In a way <br />that created a water problem between the Madge and Carlson <br />properties. <br />Mabusth stated the remainder of the drainageway will be installed <br />as a swale with rip rap. It was felt by the City at the time of <br />approval of the drainageway, that it would not be fair to credit <br />the two properties with additional hardcover for the swale as this <br />Issue should have been addressed with the original development by <br />the developer. She noted the application involves a variance to the <br />average lakeshore setback for five structures. <br />Jabbour, said the intent of the average setback ordinance is to <br />reduce someone from blocking another's views. <br />Madge stated the concrete slab near the driveway was in place at <br />the time the survey was done for the drainageway. <br />Arnold Carlson, 855 Forest Arms Lane, stated there were two utility <br />easements taken at the time his residence was built, but he stated <br />there is no public need for the easement and in the Lakeshore <br />yards. <br />It was moved by Goetten, seconded by Mayor Peterson, to approve <br />average Lakeshore setback variances for Application #1753 for Skip <br />Madge of 875 Forest Arms Lane, subject to conditions set forth in <br />the memo from staff dated 7/14/92. Ayes 4, nays 0. <br />( #8) BIG ISLAND, INC. — JOINT USE DOCK.LICENSE — <br />RESOLUTION #3149 <br />It was moved by Callahan, seconded by Jabbour, to adopt Resolution <br />#3149 for Big Island, Inc., for a joint use dock Iicense..Ayes 4, <br />nays 0. <br />( #9) STYROFOAM DOCK FLOTATION ORDINANCE <br />Gaffron referred to the adopted ordinance in Its final format. He <br />noted the ordinance did not provide for interim or clean up <br />measures. <br />Jabbour stated he liked the ordinance In i'ts present form. He felt <br />containment is a major issue. <br />11 . <br />
