MINUTES OF THE REGULAR ORONO COUNCIL MEETING <br />HELD JULY 27,1992 <br />FUEL STORAGE BID AWARD - CONT. <br />Gerhardson introduced Mike Keele, representative from Pump and <br />Meter. <br />Keele stated the underground system his company bid is a double <br />tank system, electronically monitored, and anchored into the <br />ground. He noted that the governmental agencies are in the process <br />of revamping the regulations governing above - ground tanks. <br />Jabbour asked if Keele would recommend fiberglass versus steel. <br />Keele said he would. <br />Jabbour asked about ecological effects. <br />Keele explained that the tanks underground are no longer a single <br />tank. <br />Goetten explained they are very concerned with the environmental <br />issues, and have actually required others to remove underground <br />tanks. <br />Keele indicated the risk factor is the same for both types of <br />tanks. <br />Jabbour noted that they were told that fiberglass tanks would be <br />approximately double the price. <br />Keele -felt that estimate to be incorrect, and noted that both <br />fiberglass and steel would be approximately the same price. <br />Keel explained that the tanks now have a 1/2" thick protective <br />coating and there has been so much new technology in this field <br />to perfect the tanks. <br />Callahan asked about potential for problems if there is a leak in- <br />ground. He gathered that there is a move to more above - ground tanks <br />and that is why the new regulations are being drafted. <br />Keele noted above - ground tanks are just an option which needs to <br />be addressed. He stated that all the probes on the underground <br />tanks are accessible through manholes, and guaranteed that they <br />would never have to dig up the tanks, to repair or replace <br />monitoring equipment. <br />6 <br />
