MINUTES OF THE REGULAR ORONO COUNCIL MEETING <br />HELD JULY 27, 1992 <br />FUEL STORAGE BID AWARD - CONT. <br />Jabbour said he feels strongly against underground tanks. He noted <br />that everything that could happen to the tanks, actually has <br />happened. <br />Keele indicated .that most leaks are caused by overfilling the <br />tanks. <br />Jabbour understood that between 1993 and 1995 the EPA may change <br />laws governing super.funds, and may require tank owners to pay a <br />larger portion for any cleanup costs. <br />Frank St. 'Lawrence, 253 Cygnet Place, stated he has a friend who <br />is a former employee of the PCA who told horror stories about the <br />old tanks and wonderful stories about the new underground tanks. <br />He said as a citizen he would rather not have to look at above <br />ground tanks. <br />Jabbour reminded them that they can use the existing tanks until <br />they come to a decision or get more information on future changes. <br />He stated that underground tanks would require the City to carry <br />specialty insurance. <br />Gerhardson stated he has talked to Pat Kennedy who pointed out that <br />the City has insurance through the League. of Minnesota Cities, <br />which is much cheaper than from the private sector. <br />Butler expressed her concern with the high water table on the site. <br />Keele said the tanks would be anchored to concrete, filled with <br />product and would be capped. <br />Caliahan'noted. he is not satisfied with what he is hearing. <br />Goetten said she would be more comfortable approving above- ground <br />tanks. <br />Jabbour asked if Ecovault meets current standards. <br />Keele agreed that they do, but reminded them that those standards <br />may change. <br />It.was moved by Callahan, seconded by Butler, to table approval of <br />the fuel storage bid award-.
