He felt just because Hennepin Parks is willing to pay <br />half of the cost, does not make it a good deal. He stated <br />he is against the philosophy that they must spend the <br />money or someone else will with respect to Hennepin Parks <br />funding. He stated the City has no idea where they are <br />going with the park system or what they want. <br />3. He suggested they consider tieing the trail connecting <br />Baker Park and the Luce Line in with the upgrade of <br />County Road 6 and reduce the cost. <br />4. He asked where they are going to acquire the funding. <br />He suggested the use of MSA funds for storm sewer to <br />provide for a trail is not acceptable. He noted the trail <br />is costing $200,000 per mile for a trail we are not sure <br />we need. <br />• 5. He stated if they destroy the trees and install curb <br />and gutter they are destroying the rural character of <br />Orono. He asked why the destruction of the trees are any <br />different than those along lakeshore property. <br />C7 <br />Hurr noted there was a survey which indicated a need for trails. <br />She questioned what the City provides for the age group 35 to 60, <br />and felt the trail is an excellent opportunity to provide for that <br />category of residents. <br />Jabbour stated he would be happy to do nothing, but personally <br />would like to see the trail constructed. He stated they cannot <br />proceed until staff has obtained the consent of the property <br />owners. <br />Goetten agreed that they need an overall park plan. She indicated <br />the residents do not feel their questions and concerns have been <br />answered. She asked how the Hiles have felt threatened. <br />Hile answered the alternative to providing an easement is less <br />desireable. He stated they are not in favor of the bike trail, but <br />are willing to concede if they are satisfied with the landscape <br />plan. He expressed fear that if they are unhappy, there are many <br />more residents feeling the same way. <br />11 <br />
