MINUTES OF THE REGULAR ORONO COUNCIL MEETING <br />HELD JULY 26, 1993 <br />BIKE /HIKE TRAIL - CONT. <br />Hile stated he has submitted a written description of what they <br />want in exchange for the removal of their trees, and added they do <br />not want a retaining wall, but would prefer a berm. <br />Mrs. Hile stated she was told by staff that all their trees along <br />the lot line would have to be removed to facilitate the trail, and <br />would be getting 13 replacement trees. <br />Hile noted he is also concerned about the trail expediting the flow <br />of water to the ponding area in their yard, and felt an engineer <br />should review the drainage issue. <br />Mayor Callahan indicated that all of the Council members agree that <br />they are not forcing the Hiles to give an easement for the trail. <br />Hile stated but it has been threatened that if they do not give the <br />easement for the trail they will end up with a retaining wall and <br />fence. • <br />Mrs. Hile stated they are willing to give the easement for the <br />trail if they are assured they will receive similar value <br />replacement trees. <br />Craig Brandenberg stated he has counted the number of trees <br />involved, measuring from the center of the road, which is <br />approximately 50 trees 30 +' high and at least 2" in diameter. 30 of <br />those trees are definitely within the right -of -way. He noted that <br />Gerhardson has indicated that the trail can not be constructed <br />unless all the trees in this area are removed. He stated he had not <br />seen a plan for landscaping along his property until recently, and <br />that plan is not adequate. <br />Hurr questioned whether the trail can be built totally in the <br />right -of -way in this area. <br />Cook responded that the trail cannot be built without a retaining <br />wall or an easement. <br />Kelley expressed his opposition to the trail as follows: <br />1. The cost estimate is very expensive; $340,000+ <br />provided by the City. He felt that is greater than the <br />entire sum of money spent by the City on park <br />acquisition. He also felt there was not enough detail on. • <br />local use and need for the trail. <br />10 <br />
