C7 <br />MINUTES OF THE REGULAR ORONO COUNCIL MEETING <br />HELD JULY 26, 1993 <br />BIKE /HIKE TRAIL - CONT. <br />Hurr pointed out she sat on the Council during the time prior to <br />the construction of the Luce Line Trail, and there was plenty of <br />opposition, now all feel it is a valuable asset. She indicated she <br />has seen the plan submitted by the Hiles which calls for a $10,000 <br />landscape plan for their property alone. She questioned why Kelley <br />was in favor of cooperative services but not of a joint trail. <br />Kelley responded that he is in favor of reducing government cost <br />for services, but added they just do not have the funding for the <br />trail. He pointed out that Orono did not fund any portion of the <br />Luce Line Trail. <br />Mayor Callahan reviewed the process which has taken place to this <br />point. He pointed out all meetings have been public and held in <br />accordance. He stated the Park Commission and the majority of the <br />Council seems satisfied with the landscape plan. He suggested they <br />table action on this item until a survey can be provided of the <br />area clarifying the ownership of the trees, allowing staff time to • <br />explain to the residents why the landscape plan is acceptable to <br />Council. He suggested they extend the bids, and obtain written <br />approval from Hennepin Parks regarding the cost and work out the <br />mechanical process for amending the agreement. <br />It was moved by Mayor Callahan, seconded by Goetten, to table <br />action on this item subject to the conditions set forth above. <br />Hile asked if the Council is fiscally responsible to proceed with <br />construction of the trail. He stated he is concerned they are <br />spending money without rhyme or reason. <br />Mayor Callahan stated he is also concerned about the dollar amount, <br />but did not feel they are spending without rhyme or reason. And, in <br />fact, the dollar amount has not increased much from the original <br />feasibility report. <br />Brandenberg agreed with Kelley on all points. <br />Vote: Ayes 4, nays 1. Kelley voted nay. Motion carried. <br />Jabbour asked the residents to put themselves in the Council's <br />position of trying to protect the citizens of Orono by providing a <br />buffer from the traffic to use as a trail. <br />C7 <br />12 <br />
