• <br />MINUTES OF THE REGULAR ORONO COUNCIL MEETING <br />HELD JULY 26, 1993 <br />( #20) BIKE /HIKE TRAIL UPDATE <br />Moorse explained there are three major issues outstanding: the <br />landscaping, the agreement with Hennepin Parks, and the cost. He <br />noted Hennepin Parks has submitted a landscape plan, which was <br />reviewed by the Park Commission and Council jointly, and sent on to <br />the property owners. <br />Gerhardson noted he met with the Hiles and Brandenbergs to discuss <br />the plan, and explain the possibility of a retaining wall. They <br />expressed opposition to the retaining wall. <br />Jabbour asked if all affected property owners received a copy of <br />the plan. <br />Moorse indicated it was only sent to owners who expressed a concern <br />in the past. <br />Jabbour reiterated that the residents have indicated the City has <br />• done a poor job of communicating and that is why Council directed <br />the staff to present the plan to all owners. <br />Moorse indicated Hennepin Parks has noted the changes to the <br />agreement suggested by Orono can be dealt with through an amendment <br />to the agreement, and Hennepin Parks is generally amenable to <br />Orono's suggestions. He noted the cost is greater than normal for <br />a trail due to the necessity to make room along the right -of -way <br />and the need to install storm sewer and gutters. The City will <br />however realize a savings by jointly constructing the trail as <br />opposed to doing one on their own. <br />Doug Hile presented the Council with a letter of opposition. <br />Mayor Callahan commented that the replacement of the trees may not <br />be until next year during the appropriate planting season, <br />especially if the trail is only constructed to the bridge this <br />year. <br />Hile noted a discrepancy in right -of -way easement location. He felt <br />the majority of trees to be removed were located on his property. <br />Hurr noted that obviously the City must work within its own right - <br />of -way. <br />• Jabbour stated he thought that due to the proximity of the Hile's <br />septic system to the property line, all the landscaping would.need <br />to be located on their property in order to provide a buffer from <br />the trail. <br />D <br />
