ORONO COUNCIL MEETING HELD OCTOBER 22, 1990 <br />NAVARRE HEIGHTS DRAINAGE CONTINUED • <br />Ms. Evelyn Lang, 3585 Crystal Place, asked if the drainage <br />will go under or stop prior to the railroad tracks. She said, <br />"There is a swale between the street and railroad track. Will <br />there be an additional culvert under the railroad tracks ?" <br />Cook replied, "There will be no additional culvert. The <br />water will drain under the tracks through the culvert that now <br />exists." <br />Ms. Peters asked what the City intends to do about the <br />properties on Togo Road that will be adversely affected by the <br />storm sewer project if it proceeds. <br />Cook replied, "It is true that water will drain at a faster <br />rate to Togo Road. Staff will need to review the present <br />situation in that area before proceeding with the project." <br />Mr. Paige asked if there was any possibility that the City <br />would participate in the funding of this project and who made <br />that decision. <br />Mayor Grabek stated that at this point the City does not <br />intend to participate in funding, and that such a decision is <br />made by Council. <br />Mr. Forester asked whether it is Council's decision as to • <br />whether or not the project will proceed. <br />Mayor Grabek replied, "That is correct, based on the <br />information pertaining to the costs and feasibility of the <br />project and the input from the public." <br />Mr. Forester said, "The City has received a petition with 16 <br />names opposed to the project. That is 50% of the neighborhood <br />that is opposed to this." <br />Ms. Peters added, "The neighborhood below does not want the <br />project either." <br />Mr. Bohlen asked if the City could estimate the costs of the <br />easements. <br />Cook stated that it is impossible to estimate easement <br />costs. <br />Mayor Grabek stated that he would take no more public input <br />at this point. <br />Peterson asked what ramifications the withdrawal of the four <br />names from the 35% petition will have on the validity of the <br />petition. <br />- 18 - • <br />
