ORONO COUNCIL MEETING HELD OCTOBER 22, 1990 <br />NAVARRE HEIGHTS DRAINAGE CONTINUED <br />• Mr. Reder suggested that Cuffs should regrade the lot to the <br />way it existed the day they purchased it. <br />Mr. Michael Bohlen, 3525 Livingston Avenue, questioned why <br />the City could not pay for the cost of this project out of the <br />general fund. <br />Mayor Grabek replied, "It is the policy of the City that we <br />assess projects such as this to the area residents that most <br />benefit from the project." <br />Bernhardson added, "Storm sewer projects are difficult to <br />assess because the people downhill receive the most benefit. <br />However, it is the people uphill that contribute to the problem." <br />Mr. Pete_ Niesen, 3533 Livingston Avenue, stated that in his <br />opinion this should be a City project. He said, "The City knew <br />that water pooled in that area when they put in the blacktop. <br />Something should have been done at that time. The road is <br />damaged from this problem and it is necessary for the City to <br />fill the potholes periodically. It would seem to me that the <br />City would correct the problem to avoid the need to repair the <br />road." <br />Ms. Peters asked if the water from the proposed storm sewer <br />• would be discharged on the north side of the.railroad tracks. <br />Cook replied, "That is correct." <br />Ms. Peters asked, "So water will drain onto the properties <br />on the south side of Togo Road is that correct ?" <br />Cook replied, "Yes, that is correct." <br />Ms. Peters said, "Those lots currently have water problems." <br />Cook acknowledged that there are some drainage problems in <br />that area. <br />Ms. Peters stated that there are some significant drainage <br />problems in that area. <br />Mr. Dave Carlson, 3645 Togo Road, said, "I gat all of the <br />drainage frofi Northern Drive. If a storm sewer is added to the <br />property, it will have a real problem. Currently, every time it <br />rains, I get one to two feet of water in my backyard, and it is <br />ruining my basement. I have called the City several times to <br />complain about this problem. Nothing has been done. I believe <br />that I maintain the culverts better than the City. The proposed <br />storm sewer will only aggravate the situation." <br />• - 17 - <br />
