ORONO REGULAR COUNCIL MEETING HELD OCTOBER 8, 1990 <br />LMCD COMPREHENSIVE PLAN /SHORELAND REGULATIONS CONTINUED <br />Acting Mayor Callahan commented that getting thoughts • <br />written down to present to other cities took longer than one <br />would think. Circumstances more than anything prevented Mr. <br />Nettles or Mr. Callahan from being able to go around to other <br />cities in the time frame available. You can't have these <br />meetings with the Council unless there is a Council meeting. It <br />wasn't that Mr. Jabbour was consciously left out of any meetings. <br />Minnetonka, Wayzata, Orono, Spring Park and Deephaven were <br />against the Plan. It seemed hopeful that conveying and writing <br />the views of Orono was about all that would be ncecessary to get <br />these same people to vote. He agreed that more could be done. <br />Jabbour made the point that there are a lot of people in the <br />community who are willing to donate time. They may not want to <br />donate 4 years to Council but they may be willing to work here. <br />The homeowners association came up with unbelieveable ideas to <br />try to recalculate the surface based on the navigable surface <br />excluding the milfoil that contaminated the area. <br />Nettles stated that one of the reasons JoEllen suggested <br />that either Ed or himself go to these meetings is because they <br />had invested a lot of time. He tried to contact Minnetonka Beach <br />but never got a reply. He noted that 60% of the shoreline have <br />voted against acceptance of this plan. The LMCD is in a very <br />equivocable position at this time and doesn't think they have <br />much of anything. Those who have voted against it have thrown a • <br />"monkey wrench" into this plan. He thinks it was approved <br />because so much money had been spent. He feels the LMCD made a <br />mistake when they gave a 30 day extension. This would not be <br />interpreted as an attempt to be reasonable in working things out. <br />If further work is to be done on this and the plan is to become <br />meaningful, they will have to come back to these communities and <br />ask for input. <br />Hurr commented that she has gone to many LMCD meetings as an <br />extension of this Council. <br />STREET LIGHTS - LYRIC AVENUE <br />City Administrator Bernhardson stated that this is a <br />suggestion for a way of looking at street lights and ongoing <br />costs. Possibly it could be charged on the utility bill and <br />those that don't pay could be assessed. <br />Acting Mayor Callahan moved, Councilmember Nettles seconded, <br />to table this item. Motion, Ayes -4, Nays -0. Motion passed. <br />NAVARRE HEIGHTS DRAINAGE <br />City Administrator Bernhardson stated that some of the <br />notices had 7:30 p.m. on them. Althougth the discussion did not <br />come to a close until about 7:35, the public hearing was closed. <br />It is being proposed to be put on the October 22nd agenda before <br />proceeding for comments by people who did not get their • <br />opportunity. A public hearing would be scheduled at the same <br />time with plans and specs as part of the required public hearing <br />33 <br />
