ORONO REGULAR COUNCIL MEETING HELD OCTOBER 8, 1990 <br />LMCD COMPREHENSIVE PLAN /SHORELAND REGULATIONS <br />JoEllen Hurr explained that she tried to have this tabled. <br />Nettles asked how the environmental impact statement get <br />incorporated in. <br />Hurr stated, "There wasn't any discussion. It was <br />incorporated in as per our discussion and the recommendation to <br />Dave Arndorfer and it wasn't discussed. No one objected to <br />that." <br />Nettles asked if Hurr had the feeling there would be any <br />more commitment on behalf of Hennepin County to fund the <br />enforcement. <br />Hurr felt the LMCD would not have to approve any more use or <br />access, marinas or docks, if that wasn't already approved. <br />Callahan understood that what was approved is everything the <br />DNR was in favor of except the Shoreline Management and that they <br />have a state law about the Shoreline Management. A number of the <br />people who voted yes really don't like it, they just voted yes <br />because someone else told them to. <br />Hurr stated that there will be a meeting on October 10, 1990 <br />• chaired by John Stine of the DNR. <br />Callahan suggested the City have someone go to the meeting <br />on the 24th. He will try to go and a City representative. <br />Gabriel Jabbour made his public comments at this point. He <br />thanked those who responded to his request and expressed his <br />frustation as things did not go as well as he thought they <br />should. At a meeting approximately 4 -5 months ago, he urged <br />Council members to attend other municipalities meetings and talk <br />to them. Mr. Nettles indicated to him that he was a little <br />overanxious. The following day the Mayor told him his attitude <br />could be counterproductive, therefore he should work within the <br />parameters set by the Council. At the September 10th meeting, he <br />left with the understanding that several Council members or <br />Planning Commission members would approach other municipalities <br />and lobby with them and coordinate their actions. On September <br />24th, he received information that the idea was scrapped. <br />Between September 10 and 24th he was not informed of any meeting <br />regarding this. On September 26th at the LMCD meeting, he was <br />sitting next to Jerry Rockvam pushing for the same thing. He was <br />frustrated to see that Orono was not organized or represented. <br />When our representataive tried to ask for a tabling, she did not <br />get a second. The only reason she was heard was for the sake of <br />discussion. He wanted the Council to know that Orono could have <br />been substantial had they had "their houses in order ". He would <br />•have been very willing to give any time needed to this project. <br />He feels that working within the system did not work out. <br />32 <br />
