ORONO REGULAR COUNCIL MEETING HELD OCTOBER 8, 1990 <br />ZONING FILE 11588 - US WEST NEW VECTOR GROUP CONTINUED <br />is through a lot are not viewed as principal or accessory, it just <br />is the public service structure. <br />Nettles asked how big this structure is at its base. <br />Mr. Uban explained that the base of the tower is 151, <br />triangular. It tapers to about 3' at the top. It is an open <br />lattice -work structure, 150' tall. There is a companion building <br />that is 12' wide, 36' long and approximately 9 1/2' tall. <br />Mr. Marx stated that US West is willing to work with the <br />City. <br />Callahan asked if the applicants understand that they are <br />seeking to get a conditional use permit on top of a conditional <br />use permit that the church already has and isn't that a little <br />unusual to "piggyback" conditional use permits <br />Mr. Uban replied that it is usual to have this type of <br />structure to accompany a church building or activity. One is <br />being installed right now that is part of the steeple of the <br />church. <br />Goetten asked again how a conditional use permit could be <br />• issued twice for the same area. <br />Mr. Marx replied that he had not reviewed the Church's <br />conditional use permit so could not give any direction on that. <br />This type of public service structure, or essential service <br />structure, is a permitted conditional use in this zone and how it <br />affects the existing conditional use permit would have to be <br />discussed with the City Attorney. <br />Bryson Hollimon, 60 Myrtlewood Road, referred to the <br />petition opposing the tower signed by 34 residents of Orono. He <br />stated that he was shocked to hear of a 15 story structure going <br />up on this site and impacting the residential area. It is also <br />his understanding that the Church is also a residential area with <br />a conditional use permit. He states, "I can't believe this is <br />being brought to Council to be put in a residential area. It is <br />not why our family or other families that signed this petition <br />moved to Orono." Other neighbors feel similarly. He views this <br />as a competitive business situation. Cellular One services this <br />area presently. He does not believe this will hit the framework <br />of essential services, particularly when one company is already <br />providing that service. He opposes this and believes it is not <br />in keeping with the zoning. <br />Anand Gopinath, 705 Old Long Lake Road, is an electrical <br />engineer teaching at the University with an area of research in <br />high frequency techniques. Mr. Gopinath states that there are <br />other plans which might be used. It could be sited in a <br />commercial area. The tower may need to be higher, may need more <br />22 <br />
