Spring Hill Golf Club <br /> Wetland Replacement Plan Application <br /> ' Revised December 5, 2012 <br /> Page 2of8 <br /> ' with GES and Spring Hill staff in the fall of 2011. GES extended the <br /> wetland delineation on the rest of the basin based on the observations and <br /> documentation reviewed by the Watershed District and reported in the <br /> ' delineation report attached in Appendix A. <br /> PROJECT NEED AND PURPOSE <br /> The purpose of the project is to improve playability and safety of the golf <br /> course in the vicinity of the 13th hole. <br /> ' The need for the project involves creating landing areas for golf shots that <br /> commonly land at the two locations where fill is proposed in the wetland. <br /> These issues are addressed in greater detail in the "Sequencing" section <br /> below. <br /> ' CUMULATIVE IMPACTS <br /> The original project resulted in a total wetland fill of 1.45 acres for which <br /> 7.27 acres of wetland mitigation credit were provided. The impacts now <br /> proposed would add 0.42 (18,249 square feet) additional acres of wetland <br /> fill (about one-third the amount of wetland originally filled). The proposed <br /> ' project is not intended as a "piecemeal" impact to the wetland; in <br /> retrospect, the proposed fill should have been a part of the original permit <br /> application and approvals in the late 1990's. <br /> PROPOSED WETLAND IMPACTS <br /> The proposed fill areas would result in a total wetland impact of 0.42 acres <br /> consisting of 0.30 acre (12,950 square feet) in the northern fill area and <br /> 0.12 acre (5,299 square feet) in the southern fill area (see Figures 3, 4 <br /> and 5). The wetland areas to be impacted are primarily Type 3 inland <br /> shallow fresh marsh dominated by narrow-leaved and hybrid cattail. Both <br /> wetland impact areas are above the Ordinary High Water (OHW) elevation <br /> ' so the impacts are not regulated by the DNR protected waters program. <br /> Both fill areas also have an insignificant quantity of fringe Type 2 inland <br /> fresh meadow wetland dominated by reed canary grass. All of the <br /> ' wetland impacts are considered to be in Type 3 wetlands. <br /> ' The project proposed would require approximately 2,200 cubic yards of fill <br /> material for the north fill area and approximately 2,500 cubic yards for the <br /> south fill area. In the north fill area, a 24-inch diameter pipe would be <br /> ' installed beneath the fill in order to maintain the normal hydrologic <br /> connection within the wetland. This north fill area will divide the wetland <br /> into two areas, west and east.
