The pipe <br /> is placed partially submerged in order to allow normal water flow between <br /> ' the two wetland areas, as well as to allow good hydraulic <br /> connectivity/water flow and roughly equal high water elevations (west and <br /> east) during the 1, 10 and 100 year storm events. The filled area would <br /> ' be seeded with an appropriate fairway mix after final grading. <br /> The south fill would create upland between the existing fairway and <br /> bunker area and the existing upland knoll to the west. The average <br /> elevation of fill material in this area would be approximately 983'. The <br /> filled area would be seeded with an appropriate fairway mix. <br /> ' It should be noted that other non-wetland impact improvements are also <br /> P p <br /> being considered in order to make the course more appealing, playable <br /> and competitive. <br /> SEQUENCING <br /> ' Avoidance Alternatives <br /> The "no-build" alternative is considered neither feasible nor prudent based <br /> on the need to make the 13th hole playable and the existing bridge safe. If <br /> the proposed fills are not done to make the fairway wider near the green <br /> ' and to eliminate the water hazard where the northern wetland fill is <br /> proposed, Spring Hill will likely lose more members due to the difficulty of <br /> the golf course. In a highly competitive golf market, it is important for golf <br /> courses to accommodate its patrons and provide a facility that is at the <br /> level of play of most of its members, not just the better, more skilled <br /> players. Currently, golf balls are regularly lost in the wetland at both <br /> proposed fill areas which results in frustrated golfers and disruptions to the <br /> flow in play resulting in delays. The golfers who struggle most with this <br /> hole are juniors, senior and women golfers. Spring Hill hopes to improve <br /> these two areas so as to improve the hole to make it a more enjoyable <br /> and playable hole for less skilled golfers. Additionally, as Spring Hill's <br /> ' membership begins to retire, they are actively recruiting golfers with <br /> families in hopes that they will enjoy the game of golf in the future. This <br /> hole is one that is too difficult for a younger, beginning golfer. <br /> ' Alternative Sites <br /> Alternative sites were not explored since the proposed project purpose is <br /> ' to improve the existing 13th hole of the golf course. <br />
