FILE#LA19-000025 <br /> April 15,2019 <br /> Page 6 of 7 <br /> Private recreational space. The RPUD requirement is that a development provide 10%of the land <br /> for private recreational space. The Private recreational space should be shown on the site plan. <br /> Staffs interpretation of the private recreational area is about 25,000 sq ft, shown on the building <br /> plans, Exhibit B. This requirement is critical given the density proposed,and the lack of trails* to <br /> connect the property to the community wide trail system and public parks. The proposal shows <br /> three recreational areas; one the south side of the east building; one north of the east building; and <br /> one just west of the entrance road. While the improvement details have not been submitted, staff <br /> envisions for a development of this scale a variety of activities for a variety of ages, which may <br /> include a small playground, a sport court, and a pool/ water plaza. Trails are appropriate for a <br /> portion of the requirement,but should not be substituted for all of the requirement. The Planning <br /> Commission should provide comment on the recreational requirement. <br /> *The Eisinger Meadows preliminary plat included a requirement for a 10' wide trail <br /> easement along the northerly 10 feet of that development, along the south edge of Cty Rd <br /> 112/ Wayzata Blvd ROW. That project did not propose the construction of that trail, or <br /> connections to the existing trail system. <br /> Utilities. Water and Sewer will be extended from the Orono Preserve project to the east. The City <br /> engineer has provided comments related the utility systems. These should be addressed prior to <br /> review of the project by the City Council. <br /> Watershed/ Wetland buffer encroachment. A portion of the stormwater management system is <br /> within the wetland buffer. Support for this encroachment should be provided by the Minnehaha <br /> Creek Watershed District (MCWD). The MCWD t will need to approve the stormwater <br /> management plan and wetland impacts proposed. <br /> Grading. The grading plan shows a new retaining wall at the south end of the site,near the parking <br /> lot. Grading near the perimeter of the site, including at the retaining wall, will impact native <br /> vegetation that cannot be replaced and should be kept to a minimum. <br /> Sign Plan. The applicant has provided a rendition of a monument sign (Exhibit G) promoting the <br /> Eisinger Meadows development. No signs are proposed for the buildings. All signs will be subject <br /> to the City Sign Code, unless specifically addressed in a resolution. <br /> Fees. This project will be subject to fees: Park Dedication, Water and Sewer Trunk, Stormwater <br /> and Drainage Trunk fees,and SAC fees. These fees will be calculated prior to the item moving to <br /> the City Council. <br /> Engineer Comments. <br /> City engineer comments are provided as Exhibit I and should be addressed. <br /> Public Comments <br /> To date,no comments have been received. <br /> Issues for Consideration <br /> 1.
