Staff recommends approval of the Interim Use Permit, subject to MPCA <br /> comment on the Response Action Plan and approval of a development agreement. <br /> Preliminary Plat, Master Development Plan, and Zone Change. Staffs review yields a number of <br /> issues that, when addressed, are likely to impact the design layout of the site, including cul de sac <br /> placement,number of parking spaces,storm water management,landscaping,including parking lot <br /> islands, and private recreation. Staff recommends tabling of the Master Site Plan approval until <br /> those comments can be addressed. If the Planning Commission is comfortable moving the project <br /> forward, staff recommends the following conditions: <br /> 1. Submission of parking garage layouts <br /> 2. Addition of a cul de sac at the southern terminus of the new access road <br /> 3. Redesign of parking lot to include: <br /> a. 488 parking stalls(minus the number provided in underground garages) <br /> b. Parking lot islands as suggested by Exhibit L <br /> c. Parking stall sizes and drive aisles to meet code. <br /> 4. Approval of the 2040 Comprehensive Plan <br /> 5. Hennepin County approval of access <br /> 6. Landscaping plan prepared that addresses RPUD standards <br /> 7. Clarification of trash removal system and storage <br /> 8. Conformance with the Fire Chiefs comments <br /> 9. Programmed recreational space satisfactory to the City Council <br /> 10. Conformance with the City Engineer's comments <br /> 11.
