The Waterhed District has completed an envirunmental assessinent
worksheet reviewing the potential environmetital and other iinpacts of the
project on various resources. Principal impact of the pond will be significant
ci:anges in the vegetative cover of the basin area including conversion of 3/4
acre of woods and 1/2 acre of Type II,'VII wetians, to deep vater habitat.
Other impatits include placement of a iish barrier at tile pond outlet which
wilt.prevnt.roigh :rh.frm .titilizing the basin for spawning or traveling
upstream;vater q.ality improeme:its in I.onLake as a resiilt of Nle project
muy enhane t!le abilit of gne tish to live in Long Lake; tettiporary
potentiai for soil erosion nd sedimeYtsilion during construction •ilt be
su6ject to erosion cntro! measures durin; construct'son, with permancnt
restaratiai. to include planting a;fvctlar.d aud uplartd vegetation to provide
permanent stability, thereby reducing the poteiitial impacts of erosion; tle
impact of dust, odors and noise from construction will be minimied by
constructing the pond during the winter when the surfce soils will be bound
together from frost or are moist; the distance from the site to surrounding
homes is sufFcient to reciuce the noise impact and any odor imacts
associated with constructioii; the time of construction is anticipated to be
approximately two months, which will limit the potential time of impact;
mitigation for the net loss of Type IUVII vrwetland is proposed to occur off-
site.
k. The environmental benefit of reduction of the amount of phosphorus being
deposited in Long Lake is sufficient justification for granting of the variuices
for tree removal, vegetation clearing and laud alteratioas within 75' of the
protected tributary. Revegetation of the pond perimeter or afler construction
is appropriate, and tlie conversion from a wooded low land habitat to a deep
water pond habitat in this instance is necessary to accomplish the goal of
improving the water quality of Long Lake and ultimately Lake Minnetonka,
hich is the primary driving principle of Orono's Comprehensive Plan.
