 1 .
• ' O
O O `
b CITY of ORONO

ti
L ''. RESOLUTION OF THE CITY COUNCIL
kESHO' NO. e; D S "
1. The MCW'D and lhe property owner lav reaclled a suitale agreemefit
-regarclii►g thase of tlie property far the deteitiorpor.d. Th:,property owr,er
lias suggestzu a number of conditions of p►aapproval wl.ich the Waterstled
District lias<<ddressed aiid,vis.hl.ich the City arees.
m. It is appropriate and necessary ihat futu.e niaintenance be addressed by the
Watershed District in detail to ensure the long-trm eff ciency of llie ponds
and accon;plishing their intended purpose.
- i:. The i,lpact on Ccunty P,oadtraffic durir►g construction is oFareat conc.rn.
County-Road f, is a uiin arterial far comniuter traflic, exericces heay
_ traff dursnb the morning and eveiing rash riuurs. Due to t.ic r;;sidential
. ..nture of ili rea tl?.re vill be s.•,iol lus traffic durinU i.he day during tlie
- winter consti-uciioii season. Coipled with the higli speecof the traffic is tlie
narrow natue of County Road 6 as well as ;ts many curves and hilis. Thes
factors combitte to make Co.inty Road 6 a potitial(y hazardous raad tuider
nornial vinter driving coiiditins, but particula.rly 13azardous if construction
traific and tle road surface are not constantly controlled. Therefore it is
appropriate and necessary that N1CWD agree to a number of conditions
regarding the const.uction process, including traffic control, roadway
maintenance, road repair as ncessary, constant communication with the City,
and establish of parameters for stopping tivork due to weather or safet}
concerns if necessary.
 o. Because construction of the detention basin will not accur until Jarivary 1998,
the standard one year expiration date for a conditional use permit and
variance is inappropriate in the context of tle Long Lake Improvement
Pruject which is a multi-year project and of which the County Road 6
detention basin is one elecnent. Therefore it would be appropriate to establisli
an expiration date for this approval of June 1, 1998,under the condition that
any changes in the Long Lake Improvement Project will reduce the efficiency
of th Deer Hill Road ponds which will result in significant changes to the
Couuty Road 6 detention basir., or any significant changes in the scope or
nature of the Lang Lake Improvement Project, will triger a fiirther review
of this conditional use permit.
