The September 19, 1994 Feasibility i'.eport pres�nted conceptual design and <br /> cost estin�ates far construction of the detention ponds and aeratior� system. <br /> Subseqi:ently, due to concems expressed by propert�� owners as well as the <br /> � affected cities,the aeratiori syster,l concept was dropped and aluni tr�atment <br /> of Long Lake to seal the lake sedimer�ts and reduce internal phosphorus <br /> loading v�•as proposed, and the County Road 6 pond was redesigned and <br /> reduced in size by adding a 6 acre pond u�stream in Medina. <br /> f. Th� proposed site of the County Road 6 detentior. basizi is a.n�cessary ar.d <br /> integral element of any pla�i for improvement of I.ona Lake. The it�cation �f <br /> saia d�tentian tasin do�`�nstream from the cunfluence of th�;creeks emanating <br /> respectively from the �,�lolsfetd ancl Holy?�Tame Lake areas will r�suit in th4 <br /> ability to provide treatment tix:ith a single pond for the greatest area ef <br /> watershed. While im�iementatian of Best Management Practices �r the <br /> upstream�a•atershed is appropr;ate and necessar�•,forcing adheren�e to BMP's <br /> is neith�r u practical nor adm:nistratively f�a�i'�1� method to reliahly red;ice <br /> the phosphorus loadin�to tne creek in the upper v�-at�rshed. Other methods <br /> for reduction of phosphorus have been reviewed b�- the Watershed District <br /> and do not appear feasib?e. Therefore it appears that use of a I�TURP pond <br /> based on the Walker model is expected to be an effective method of <br /> phosphorus reduction for this«�atershed. <br /> g. The location of the proposed detention basin is appropriate because it is <br /> located between the outlet of the creek to Long Lake and the confluence of <br /> the two creeks from Medina; because it avoids e:�cavation on wooded hills <br /> with steep slopes north of County Road 6 v�°hich �ti-ould have a sign�ficant <br /> impact on the adjacent residential progerties and potential impact on <br /> �Volsfeld Woods Nature Area; and because it avoids the need for e�:cavation <br /> or a!teration of the significant Type III wetland located directly upstream <br /> from the creek outlet at Lon� Lal:e. <br /> h. While the site is adjacent to residential properties,the locatian will be heavily <br /> screened from surroundina houses by eaistin��•egetation. The primary visual <br /> impacts will be from Counn� Road 6. The proposed site is adj�cent to <br /> County Road 6��hich enhances ease of the construction and long-term pond <br /> maintenance. <br /> Page 3 of 14 <br />
