CMP Part 4D. Public Services Plan <br /> PUBLIC SAFETY SERVICES <br /> POLICE SERVICES <br /> Orono has had an independent police force since 1962. The Police Department operates out of <br /> headquarters facilities located in the City administrative complex on Old Crystal Bay Road <br /> 1Kelley Parkway. Orono Police currently provide contract services to the citizens of Long <br /> Lake, Spring Park, Minnetonka Beach, and Mound. <br /> Police Service Goals <br /> 1. To create and maintain a feeling of security in the community. <br /> 2. To reduce the opportunity for the commission of crimes. <br /> 3. To aid individuals having medical emergencies or who are in danger of physical <br /> harm, and to assist those who cannot care for themselves. <br /> 4. To identify criminal offenders and criminal activity and, where appropriate, to <br /> apprehend offenders and participate in subsequent court proceedings. <br /> 5. To resolve conflict. <br /> 6. To protect constitutional guarantees and to promote and preserve civil order. <br /> 7. To identify potentially serious law enforcement problems. <br /> 8. To facilitate the efficient and hazard-free movement of people and vehicles. <br /> 9. To achieve the above goals within the financial capabilities of the City and its <br /> citizens. <br /> Police Service Policies <br /> In order to achieve the stated Police Service Goals, the Orono Police Department will be <br /> operated and administered according to the following policies: <br /> 1. A basic level of routine police services will be provided to all citizens within the <br /> department's jurisdiction. The level of routine services provided in the Rural Area <br /> is not to be as extensive or as frequent as that level necessary in the more densely <br /> developed urban neighborhoods. <br /> 2. Twenty-four(24) hour emergency response will be provided to all citizens within <br /> the department's jurisdiction. <br /> 3.
