Public Services Plan <br /> CMP PART 4D <br /> PUBLIC SERVICES PLAN <br /> INTRODUCTION <br /> This chapter of the Community Management Plan includes a brief review of all the many other necessary <br /> services and facilities of a municipality that were not mandated elements of Twin Cities Regional <br /> planning. The elements contained in this Chapter have varying degrees of impact upon metropolitan <br /> systems, but they all have important ties to Orono's local planning development and land use concerns. <br /> The Goals, Policies and Plans outlined in this Chapter are an integral part of the total Community <br /> Management Plan and have been derived from joint and concurrent consideration of all community <br /> planning elements. <br /> This Chapter of the CMP is prepared and presented for the following purposes: <br /> 1. The Public Services Plan is intended to place the identified services and facilities within <br /> the context of the overall Community Management Plan. <br /> 2. The Public Services Plan is intended to be a management tool for City officials and City <br /> staff in the development and management of municipal services and facilities necessary to <br /> support the basic planning objectives of the City. <br /> 3. The Public Services Plan is intended to advise our neighboring municipalities and other <br /> governmental agencies of our intended service levels, and our intention to continue <br /> cooperative service arrangements. <br /> SCOPE <br /> The Public Services Plan is an integral part of Orono's Community Management Plan. The policy <br /> decisions relating to Orono's public service requirements complement and balance regional plans with <br /> local concerns for historic development patterns, environmental protection, fiscal responsibility and <br /> general land use. <br /> City of Orono Community Management Plan 2020-2040 Part 4D, Page 2 <br />
