Improve the readability of the document. <br />The changes recommended by the Committee along with formatting and updated maps are <br />included into a final document, and on April 26th the Committee authorized the publication of <br />the plan for public comment. The public comment period includes the distribution of the plan <br />to affected communities. These agencies are allowed 6 months opt provide comment. On May <br />10th, an open house was held to introduce the plan to the public, comments were invited but <br />none were received. <br />The Plan. <br />The complete plan in .pdf format has been uploaded to drop box. The complete plan, and the <br />individual chapters, and exhibits, is available on the city website. <br />The plan retains the general development and land protection philosophy's established by <br />earlier plans. Preservation of rural character and preservation of water quality was very <br />important to the committee. <br />Metropolitan Council estimates. The Metropolitan Council requires the plans to reflect growth <br />in population, households, and employment over the next 20 years. <br />The Committee, in meeting the Met Council predictions, noted that the City retains its' right to <br />review development proposals for consistency with the Comprehensive plan (not just land use) <br />and applicable zoning ordinances and to ensure a development is the right fit for the <br />neighborhood and city as a whole. <br />Points of interest. <br />Utility Plans. Utility Plans were updated to reflect new regulations and rules establishec <br />since the 2008 plan and to incorporate plans adopted since 2008. Of note, the <br />comprehensive plan does not propose the expansion of the Metropolitan Urban Service <br />Area (MUSA) boundary. The MUSA boundary generally identifies those parcels where <br />access to the sanitary sewer system is possible. City Code requires connection to the <br />sanitary sewer system with the utility is available (adjacent) at the time of subdivision <br />and/ or failure of the existing system.
