The MUSA boundary is shown on Map 313-4, Development Sites. <br />Land Use. To meet the growth projections of the Metropolitan Council, the Land Use <br />Map was updated. The map (313-3) reflects a revised listing of land use categories. These <br />10 categories are used throughout the document per Met Council requirements and <br />include 7 residential, 2 commercial/ industrial, and a park/open space land use. Island <br />residential is a new land use and is employed for the residences on Big Island and <br />Deering Island. <br />For the majority of the community, land use did not change. In the Navarre area, <br />residential land uses was removed from the west side of Shadywood in favor of straight <br />commercial uses. The remaining mixed use or high density residential land uses along <br />Shoreline were adjusted from 6-15 units per acre and 7-10 units per acre to 10-20 and <br />20-25 units per acre. These areas are predominately currently developed and therefore <br />the result of a significant redevelopment project. <br />In the northern portion of the community, residential land uses were introduced to the <br />Kelley Parkway and Wayzata Blvd areas. <br />In order to prevent expansion of the MUSA, and therefore introduction of density in our <br />rural areas, increased opportunity for density had to be added in the Navarre and <br />northern Orono areas. The Committee applied density in areas where they felt it was <br />most appropriate, given transportation networks, neighboring land uses, and services <br />available. <br />Planned Development Sites. As part of our requirement that sites be identified for <br />potential growth in the next 20 years, the Committee updated the Planned <br />Development Suites map, originally developed as part of the 2008 Comprehensive Plan. <br />Map 313-4 is the revised version and shows 5 areas that could be the subject of <br />development proposals. These 5 areas provide 'growth' in a range of densities, from 2 <br />acre lots (green) to High Density Residential (Yellow). <br />Navarre Area Plan. The Navarre Area Plan, conducted by the Planning Consultant WSB <br />and Associates was incorporated in the Land Use Chapter, 3B and influenced some of <br />the land use in that area. <br />Editing. The Committee worked hard to reduce the length of the document, removing <br />redundant statements, in the hopes of making it more 'readable' while retaining the <br />major policy discussions outlined within. <br />Maps. The maps were updated to reflect new roads and parcels established since the <br />2008 plan. <br />The Park Commission reviewed the park Trail and Open Space Chapter at their meeting in March <br />Public Comments <br />To date, no public comments have been received.
