MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, July 12, 2004 <br />7:00 o'clock p.m. <br />• ROLL <br />The Council met on the above mentioned date with the following members present: Mayor Barbara <br />Peterson; Council Members Lili McMillan, Jim Murphy, Jim White, and Bob Sansevere; City <br />Attorney Thomas Barrett; representing staff were Administrator Ron Moorse, Planning Director <br />Mike Gaffron, Public Services Director Greg Gappa, City Engineer Tom Kellogg, Planner Janice <br />Gundlach, and Recorder Marci Wallingford. <br />Mayor Peterson called the meeting to order at 7:03 p.m. <br />CONSENT AGENDA <br />1. Approve /Amend <br />The following items were included in the Consent Agenda: Items #2, 7, 8, 9, 9A, and 11. Item # 10 <br />was removed for discussion. <br />Murphy moved, White seconded, to approve the Consent Agenda as amended. <br />VOTE: Ayes 5, Nays 0. <br />APPROVAL OF MINUTES <br />• *2. Regular Council Meeting of June 28, 2004 <br />Murphy moved, White seconded, to approve the Minutes of the Regular Council Meeting of <br />June 28, 2004 as presented. <br />VOTE: Ayes 5, Nays 0. <br />7:00 P.M. — Informational Meeting <br />3. Birch Lane Drainage Improvement Project <br />Presentation by Public Services Director Greg Gappa to resolve the issue of Birch Lane Drainage into <br />yards. Several options were presented, each involving crowning the road and using curb and gutter to <br />keep water away from properties. <br />Two main options were proposed for carrying the stormwater to the lake. One involved directing all <br />of the water to the south. The other involved directing a portion of the water to the west through <br />construction of a new storm sewer pipe across three properties. The owners of the three properties <br />were not interested in providing easements for the new storm sewer pipe. <br />Mr. Kenton H. Carlson of 3498 North Shore Drive offered the solution of installing curb and gutter <br />and using culverts to carry the water to the swamp /wetland along the north side of Baldur Park Road. <br />• Mr. Ackermann of 3530 North Shore Drive objected to crossing of the three lots on the corner of <br />Balder Park Road and Highway 51. He suggested going farther up to the point and turn left where <br />the lot is too small to build on and is also quite low allowing them to put in pipes and drain to there. <br />Page 1 of 5 <br />
