MINUTES OF THE T <br />ORONO CITY COUNCIL MEETING <br />Monday, July 12, 2004 <br />7:00 o'clock p.m. <br />(3. Birch Lane Drainage Improvement Project, Continued) • <br />Mr. Ron Cloud of 3460 North Shore Drive was in favor of curb and gutter on the whole street to <br />minimize runoff into yards. <br />Mr. William Odden of 3450 North Shore Drive asked what the reason was that the road couldn't be <br />sloped to the center and drain like the alleys in Minneapolis. <br />Mr. Jay Lawrence of 1448 Balder Park Road was concerned about the problem of trucks running over <br />the culverts and bending them down, specifically in his driveway. <br />Mr. H. Brouelette of 3470 North Shore Drive spoke in favor of curb and gutter. <br />Mr. Kenton Carlson expressed his concern that residents wouldn't have their say on the resolution of <br />the issue and sparked interest in a meeting of Greg Gappa and Tom Kellogg to meet with the <br />residents and discuss this issue. A meeting was confirmed for Monday, July 19, 2004 at the corner of <br />Balder Park Road and Birch Lane. Rain -out alternative for the meeting will be held at Betsy <br />Nusbaum's home at 3480 North Shore Drive. <br />Mayor Peterson reassured residents that funding for the project will be coming from a stormwater <br />project fund. <br />McMillan called for an update in two weeks to assure the project stays on track. • <br />PARK COMMISSION COMMENTS — Pat Wolfe, Representative <br />Nothing to report <br />PLANNING COMMISSION COMMENTS — Dave Rahn, Representative <br />Nothing to report <br />PUBLIC COMMENTS — (Limit 5 Minutes Per Person) <br />Mayor Peterson invited comments from the public. <br />Mr. Rick Rice of 2700 Kelly Avenue introduced his mother and son and asked why there was no <br />longer free and unencumbered access to Lydiard Beach. Local residents were not aware as to why <br />the beach had been locked and gated, consequently making access to the beach a hardship for some <br />local residents. <br />Park Commissioner Pat Wolfe responded that the Park Commission had received calls about people <br />partying at all hours in the summer, and in the winter people using it as snowmobile access to the <br />lake. The Park Commission then determined the best solution was to gate and lock local beaches to <br />deter said activity. • <br />Page 2 of 5 <br />
