The City of Or_ono has entc.�rc�d a ,7oint Powers Agreement to form this Board and the purpose of Mr. . ,7uhn:_>on ' s ��ppe,�rance is to go into an explanation of how far the �oard h�s f�roqresscd towa.rd its goals and objeetives and just exaetly what thosc� c�o��ls ar_c� , tIe will also attempt to feel out the Council as to the F�oSsibility of ��ublic funds beir.g used in the future to finance speci_fic he�] th needs that may be identified as a result of their study. 23. You will recall from the last work session 1_hat thc� Council had on April 8 , 1974 , Hennepin County Highway De��r�rt:merit said that they would be prepared to come back to the Counci:l this week �-�nc3 rrview the Tanaqer Bridge project. They also stated that adc�i tion�al maF�s and .inf_ormation will be provided this offir_e before th�it time , but at tYle timc of_ writing this memo, no new informati.on has bec�n receivc�d in this officc . 24 . The letter from Orr-Schelen-Mayeron ��ddr<�sses itself to the Council ' s concern regarding the alternates on the sewer. project in the Hackberry Hills area. Orr-Schelen-Mayeron needs to know what the Council ' s desire is toward constructing a trunk l.ine to go north on Wil]_ow Drive; whether or not to extend it north of Willow will affect the cost of the study being done by Orr-Schelen-Mayeron as well as affect the size of the pipe for future uses. In the past, the City of Orono has talked to the City of Long Lake in regard to running a sewer lin� north on Willow Drive for the purpose of taking the schools and Washinqt:on Scienti.fic and the future development that Gagne is proposinq on his property off of_ the Long Lake system and funneling it past Hackberry into the inter.ceptor in the future. The Council should tell Orr-Schelen-M�y,�� whether that is still the desire or not. If the Council does n�� r1--Schelen-Mayeron to draw up final plans and specifications of the extension of the line north of Willow Drive , I would suggest that at a minimum�rae i_nstruct the engineers to put a sufficient size of pipe in Willow phl�C� � - ' ' - - - for the possible use of it picking up extr_a effluent at some time in the future. As the engineer stated in his letter, you may make this decision either now or when the final plans and specifir_ations come before you. But in either case, I think we should let the enyincer know as soon as possible what the Council ' s desire is .
