MINUTES OF THE REGULAR ORONO COUNCIL MEETING HELD JUNE 13, 1988 <br />ATTENDANCE 7:01 P.M. <br />The Council met on the above date with the following <br />members present: Acting Mayor Callahan, Councilmembers <br />Goetten, Sime, and Peterson. The following represented <br />the City staff: City Administrator Bernhardson, Public <br />Works Director Gerhardson, Building & Zoning <br />Administrator Mabusth, Assistant Planning & Zoning <br />Administrator Gaffron, and City Recorder Peterson. City <br />Attorney Barrett and City Engineer Cook were also <br />present. <br />CONSENT AGENDA* <br />.. It was moved by Councilmember Sime, seconded by <br />Councilmember Goetten, to approve the Consent Agenda <br />subject to removal of the following item: <br />#28 - Employment -Summer Septic Inspector - requested <br />by Councilmember Peterson <br />Motion, Ayes 4, Nays 0. <br />WOODHILL AVENUE STREET IMPROVEMENT <br />` PUBLIC HEARING 7:02 -7:06 <br />WOODHILL AVENUE - AWARD OF BIDS <br />• RESOLUTION <br />The Affidavit of Publication and Certificate of Mailing <br />were noted. <br />City Administrator Bernhardson explained the purpose of <br />the public hearing to determine if the public street <br />improvement for Woodhill Avenue should be undertaken. <br />The proposed improvement is a result of a recent <br />x <br />subdivision in the vicinity which is served by a private <br />road but is served through Woodhill Avenue. The <br />developer of this subdivision, John McDowell, has agreed <br />to pay 75% of the street improvement costs. The city <br />received bids for the improvement on May 20, 1988. He <br />noted that a 4/5's vote would be required if the Council <br />:1 <br />chooses to assess the abutting three property owners and <br />to order the project in; and a 3/5's vote would be <br />required to order the project in if the Council chooses <br />not to assess the abutting property owners. Council also <br />'{{ <br />has the options to table the matter for two weeks, or <br />I <br />reject the bids and have it rebid, or choose not to do <br />the project. <br />John McDowell was present . for this matter and had no <br />comments. <br />David Lindstrom, 1315 Woodhill Avenue, stated he <br />• <br />understood the safety aspect concerns related to the <br />proposed improvement, however, he felt that this <br />improvement never would have been proposed without the <br />subdivision. He stated he lived 20' off of Orono <br />�. <br />1 <br />
