MINUTES OF THE <br />ORONO CITY COUNCIL WORK SESSION <br />November 23, 2015 <br />5:00 o'clock p.m. <br />PRESENT: Mayor Lili Tod McMillan, Council Members Jim Cornick, Jr, Lizz Levang, Aaron <br />Printup, and Denny Walsh. Representing Staff City Administrator Jessica Loftus, Finance <br />Director Ron Olson, Police Chief Correy Farniok, Public Works Director/ Engineer Adam <br />Edwards, Community Development Director Jeremy Barnhart and City Clerk Diane Tiegs <br />1. 2016 Budget <br />A. Non -Union Compensation <br />Finance Director Olson reviewed the previous Council Work Session discussion during <br />which Council agreed to implement Option 1 of the Compensation Study. Council now has <br />the task to determine if there will be a Cost of Living Adjustment (COLA). <br />The general consensus of the Council was a 2.75% traditional COLA should be presented at <br />the December meeting. <br />B. Capital Improvement Program (CIP) <br />Olson stated that Public Works Department affects 75% of the Capital Improvement Program <br />(GIP). <br />Edwards provided information for future park expansion and improvements. <br />Capital Improvement Program (CIP) (continued) <br />Walsh wants assurance the CIP is a planning document only, nothing is approved until there <br />is formal Council action. <br />Olson reported for the next 15 years the Park Fund is in good shape. <br />Edwards stated the purchase amount of a wing mount plow and new truck replacement for <br />2018 has increased from $175,000 to $192,000. Replacement is based on the age and <br />mileage as well as maintenance records for a piece of equipment. Life of equipment is <br />extended out as far as safely possible. The new truck replacement has distribution systems <br />that are modernized with salt automation of the roads; which is much more efficient than <br />manual and decreases wasted chemicals. Council Member Levang inquired about the value <br />of brining versus salting. Edwards responded that brining works if the forecast is accurate <br />and the brine is laid at the proper time before a storm.
