The <br />following members were present: Chairman Hurr^ <br />Frahm, and Jabbour. Jeanne Mabusth represented <br />the City staff. <br />ATTENDANCE <br />4:10. PM <br />James Rivers was present. There was no one in the <br />audience to address the application. Staff review­ <br />ed the applicable conditions of the rezoning agree­ <br />ment that pertains to the annual license review. <br />Council determined that the following conditions <br />would be best enforced through the annual marina <br />license review: <br />WINDWARD MARINE <br />1981 Marina License <br />Conditional Use Permit for overflow parking on <br />west side of Parcels 4 and 5, specifically on <br />east side of the western parcels. <br />Setback variances for marina docks <br />a) setback variance for north side of comnercial <br />dock on Tanager Lake from residential pro­ <br />perty (Parcel 5) <br />b) setback variance for north side of commercial <br />dock on Browns Bay from residential property. <br />required 40' <br />proposed 20* <br />variance 20' or 50% <br />The committee questioned Rivers in regard to the <br />temporary sanitary facilities, tentative date of <br />hook up to sewer, physical improvements proposed <br />on property and completion of landscaping. Rivers <br />stated that he planned to use satellite facilities <br />or as in previous years and would ihook up to <br />the sewer as soon as its available. The proposed <br />landscaping would be completed within 30 days of <br />the hook up to sewer. The only physical improve­ <br />ments planned for the property this year would be <br />the bathrooms to be installed in marina building. <br />Hurr moved to recommend approval of the 1981 <br />Windward Marine license application for applicant, <br />James Rivers, subject to Rivers submitting a dock <br />plan of the Tanager Lake dock structure with the <br />setback designated from the residential property <br />line to north and to approve the following variances <br />as directed in the rezoning agreement for Windward <br />Marine. <br />20' setback from north property line on Browns <br />Bay <br />required 40' <br />proposed 20' <br />- V\
