The Minnehaha Creek Watershed <br />Ustrtet, W wtition of the Lidce Minnetonka Conservation <br />District, held a public hearing concerning tiiis project. <br />They have a rather sizable plan to acquire large land <br />areas in the Watershed District. They feel that danming <br />iq> SOBM of the large land and releasing it at a controlled <br />rate would help tostabUize the lake level and control the <br />anoiiit of flooding into Minnehaha Creek. <br />Because data had not been provided to aunicipalities <br />affected, Orono requested that the records of the public <br />hearing reaiain open iiitil January 20, 1977, to provide <br />■ore tine to state our position regarding this natter. <br />Musengale requested the Planning Gonission to review <br />the naterial and prepare for the Couroil any connents they <br />■ay find in their investigation. <br />(S^OiairwoMn appointed a condttee of Gloria McDonald and <br />Paul Pesek to review this project and report their finAing% <br />by January 3, 1977. ^ <br />UPPER WAIERSHED STORAGE <br />ITENnCN PROJECT <br />"1 <br />t'.'l <br />Applicant was not present. The Zoning Adsdnistrator pre­ <br />sented the plan siimitted by Jin DeSplinter. The plan con­ <br />sisted of a duelling and detached garage. A variance would <br />be required for the ri^t of way setback. Mr. De^linter <br />is now considering an attached garage idiere no setback <br />variAces would be required. Satm regrading of the ri^t <br />^ way would be reared, but letters of no objection would <br />be required fron affected adjoining neighhors. Bill Carlson <br />and Jdai Gerhardson of the Pwlic Works Department inspected <br />^ site and reviewed Mr. DeSplinter's proposal. They both <br />agreed with the proposal of regrading of the ri^t of way <br />to two feet providing culverts are installed to provide <br />natural drainage and manhole extensions be added by Mr. <br />De%ilinter if the road grade is raised (subject to no <br />objection from neighbors). <br />Mr. Richard Tiegen, neighbor to the north, was present. <br />He had no objection to the proposal, but was concerned about <br />the drainage.
