Paul Pesek and Zoning <br />Administrator Hemk Muhich. John Guthrie arrived at <br />8:00 p.m. <br />Chairwoman Dunlap announced that this was the time and <br />the place for a Public Hearing on the petition of <br />Charles Velie for a subdivision of property located at <br />2905 Fax Street. The Zoning Adninistrator presented <br />the Notice of Pif>lic Hearing and the Affa^vit of <br />Publication. <br />James Boerhave of Bather, Ringrose, Bblsfeld and <br />David Nitz presented a map of the proposed sidxUvision. <br />TMs proposal is similar to the one proposed in 1974 <br />with the exception that the outlet has been eliminated. <br />Mr. Boerhave explained that an overflow pipe would be <br />installed which would carry the drainage toward the <br />sw^ in the lower area of this property. He felt that <br />this system would take care of the runoff. Member <br />Van Nest expressed his concern about the drainage to <br />the south of this property. Mr. Lyman, a nei^bor, was <br />also concern^ about the drainage. lie presented a map <br />to the Planning Comnission of the area surrounding his <br />property vMch would be affected by this proposal. <br />Mr. Lynmi has been living here for 25 years. He explained <br />that there is a natural flow of water in this area and <br />there has been no change in the land for the past 60 <br />years. Hay and other natural grasses soak up the water <br />here and if there is any runoff, it is soaked up by the <br />dense brush and trees. Mr. Lyman was interested in <br />knowing if there would be a change in the flow of water <br />idwi homes, driveways and tennis courts were to be built. <br />Charles Kalstad, another concerned neighbor, mentioned <br />the drop off down to the lake. Runoff after a rain now <br />comes to the surface of his driveway. Another concern <br />of his was traffic. The Planning COinnission felt that as <br />much of this drainage as possible should be diverted to <br />the east to eliminate any hardship to the surrounding <br />property owners. <br />There was some discussion as to idiether the road to this <br />subdivision should be private or public. The proposal <br />includes a 50* access easement for a private road. <br />C <br />ibke moved, Hannah seconded, to table this matter until <br />the next meeting to allow the developer to produce <br />revised plans for drainage to the south and east ai^ <br />the method of drainage of the northwest corner down to <br />the lake. This would be subject to review by the city <br />engineer.
