the applicant has extended the review period to February 23,2021. <br /> To: Chair Ressler and Planning Commission Members SOl VO <br /> Ron Olson,Interim City Administrator <br /> From: Jeremy Barnhart,AICP <br /> Community Development Director �G� <br /> 4kEsH04 <br /> Date: January 19,2021 <br /> Subject: #LA20-48, Timothy Whitten, Whitten Associates o/b/o I Jacobs/A Jacobs <br /> Revocable Trust, 1700 Shoreline Drive, <br /> Preliminary Plat <br /> Application Summary: The applicant requests approval of a preliminary plat for a 6 <br /> lot single family residential development on the 20.14 acre property at 1700 Shoreline <br /> Drive. <br /> StaffRecommendation: Staff recommends approval, subject to the conditions outlined <br /> below. <br /> Background <br /> The sketch plan for this project was reviewed by the Planning Commission on March 16, <br /> 2020 as LA20-000014. The preliminary plat was reviewed by the Planning Commission <br /> in August 2020, and the City Council in September and October of that year. The <br /> Council received comments related to the Average Lakeshore setback line,the length of <br /> the road, and other concerns and ultimately tabled action. In response to these comments, <br /> the applicant reconfigured the plan, removing one lot and adjusting the street design. To <br /> address concerns that the plan has changed such that public notice wasn't sufficiently <br /> given,the project is being re-presented to the Commission, and a second public hearing is <br /> scheduled. <br /> Proposal <br /> This preliminary plat(Exhibit B) subdivides the 20.14 acres into 6 buildable lots and 4 <br /> outlots. All buildable lots will be served by municipal sewer and individual wells. The <br /> property currently includes one principal structure and several accessory buildings, <br /> including a guest house, a well house, and a guard house. It is understood that these <br /> structures will be removed. <br /> The parcel has frontage on both Tanager Lake (to the north) and Smith Bay(to the south, <br /> across Shoreline Drive). The site includes a large wetland on the south third of the lot, <br /> and a smaller wetland on the north side of the lot. The northern third of the lot, in <br /> addition to the wetland, includes steep slopes and well established vegetation. The <br /> middle third of the lot is dominated by grass lawn with sporadic trees. <br /> The project includes the extension of a private road that terminates in a cul de sac. The <br /> cul de sac bulb and the right of way appear to conform to city standards, and the road <br /> plan (Exhibit D) shows the road length to be 1000 feet long, including the portion of the <br /> cul de sac island. Access to the site is proposed via Shoreline Drive, in the location of the <br />
