Myrtlewood Road Utility Improvements Project <br /> A. Award of Contract to Low Bidder <br /> • The summary letter regarding contractor work on the lamestown Road and Farview Road <br /> sewer projects and his failure to meet completion dates was discussed. The same <br /> contractor is the low bidder for the Myrtlewood project. <br /> • The Orono projects may not have been completed on time because the contractor didn't <br /> have enough manpower with too many other projects on his schedule. While generally his <br /> work and piping in ground was acceptable, site restoration was a major issue. <br /> • Kellogg spoke with the contractor and indicated that based on his past performance, the <br /> City staff isn't supportive of his work on the Myrtlewood project. He suggested the <br /> contractor consider withdrawing his bid. <br /> • Staff is planning to hold the assessment hearing at the June 22"d Council meeting and award <br /> the bid at same meeting. <br /> • The best value procurement method couldn't be used on this project because cities the size <br /> of Orono could only use this method for one project this year. <br /> • If the low bidder withdraws his bid, the second lowest bidder would be awarded the bid. <br /> B. Change Order <br /> • As part of the Mn/DOT permit, the pipes in the Mn/DOT right-of-way need to be cased, <br /> which adds approximately$20,000 to the project costs. Because Wayzata doesn't want the <br /> entrance to their Public Works facility disturbed, it isn't feasible to move the location of the <br /> pipes. The County hasn't required casing in their right-of-ways. <br /> • Kellogg will continue discussing with Mn/DOT and Hennepin County since the roadway will <br /> be taken over by the County in the future. <br /> C. Assessment Method for 850 and 875 Wayzata Boulevard <br /> • The memo from Mike Gaffron regarding options for assessing the Montessori School and <br /> Comforts of Home properties was discussed. <br /> � Staff recommends the option to base%of the cost of the project on a 50/50 split and %of <br /> the cost on the number of SAC units, which results in Comforts of Home responsible for <br /> approximately 2/3 of the cost and the Montessori School responsible for 1/3 of the cost. <br /> • Gaffron will be meeting with each of the property owners to discuss the costs to provide <br /> water to each of the properties. <br /> • The Montessori School will also need to pay SAC units; currently at 5 SAC units and would be <br /> about 7 units if he reaches his goal of 100 students. The initial costs for sewer and water for <br /> this property could be$60,000-$70,000, and may not be feasible for the owner at this time. <br /> • Council directed staff to prepare for the assessment hearing on June 22"d with the costs for <br /> extending water to 850 and 875 Wayzata Boulevard West to be based on approximately 2/3 <br /> of the cost assessed to Comforts of Home and 1/3 of the cost assessed to the Montessori <br /> School. <br /> Page 1 of 2 <br />
