Roundabout at Wayzata Boulevard <br /> • Kellogg distributed a folder of information. <br /> • MnDOT asked for a draft copy of Orono's transportation plan and Gaffron provided the <br /> information. Mn/DOT indicated a roundabout at the Wayzata Boulevard intersection <br /> doesn't meet warrants. <br /> • Council expressed concerns for safety with the left turn at Wayzata Boulevard. <br /> 2. Hennepin County Department of Transportation—Request for Letter of Support for Bridge Project <br /> • Hennepin County is planning to replace Boy Scout Bridge, north of the Maxwell Bay access, and <br /> is looking for a letter of support from the City. <br /> • While Council would like to see a higher bridge to accommodate bigger boats,they recognized <br /> factors to be considered such as LMCD regulations, bridge approaches, social impacts, and <br /> environmental impacts because of the depth of lake. <br /> • Council directed staff to include in the letter to the County a request to investigate the potential <br /> of raising the height of bridge and, at a minimum, to create a better passage for boats that <br /> currently use the passage.The bridge design should be wide enough to accommodate both <br /> vehicle and pedestrian traffic. <br /> 3. Comp Plan Status <br /> • Since individual chapters have already been reviewed by Council,they indicated they did not <br /> need to review the entire update prior to distribution. <br /> • The Comp Plan update will be put on the website for public review and distributed to <br /> neighboring cities to begin the 6 month review period. <br /> 4. Other <br /> • Dean Johnson of Home Time group has purchased 5 of 7 lots in the Creekside development. The <br /> City will not issue building permits until improvements have been completed or secured by <br /> another method. <br /> • Stonebay residents are exploring whether the City will be a partner with them in accomplishing <br /> common area maintenance by assessing the maintenance costs to the individual homeowners <br /> or to the association. However, a formal homeowners association can't be formed until a <br /> certain threshold of development is completed. The City Attorney indicates a variety of issues <br /> that suggest the City should not get involved with their site maintenance in this manner. <br /> • A property owner on Stubbs Bay Road along new Highway 12 has talked to his neighbors about <br /> noise problems. The neighbors have agreed to share in the cost to help build some type of <br /> sound wall. He has been directed to Scott Pederson at Mn/DOT and didn't get a favorable <br /> response. This area didn't meet warrants for a sound wall. The change in design of the highway <br /> because of the bridge may have also affected placement of sound walls. Unless a 20-30' wall is <br /> constructed, it probably won't be helpful. Staff will discuss the issue with the property owner. <br /> • The reduction in levy limits to less than 1%was briefly discussed. Staff will bring a budget that is <br /> balanced to Council during the budget process. There may be some choices to be made by <br /> Council. <br /> Page 2 of 2 <br />
