. �. � � �.—��.o�� <br /> MINUTES OF ORONO PARIC COMrIISSION � ' 2 �y� <br /> �J <br /> ' �'eb. 5 � 9, 1990 <br /> ?he regular meeting was attended by Gilbert, Erger, llint and Bradley. <br /> Lacking a quorun, another meeting was acheduled for l�eb. 9th <br /> The meeting on 1►eb. 9th opened at 7:10 pm with the following in atten � <br /> dance: xokal, Gilbert, Erger, llint and Bradley. Abaent: Vongries and <br /> �elley. Alao present were Council-eeober Diane Goetten, Gary Lareon <br /> representing Orono Baseball Asan, , and Public Worka Director C�e�hardson. <br /> ?he minutes of the January 2nd meeting were approved. <br /> Gerhardaon reported that Citq Council had reappointed tark Coaaission <br /> membera Bruce 1Coka1 for 3 yeare and Lee L�rger to fill the remaining one <br /> year of �irginia S�eatt 's tern. The Council ia seeking one �ore appointee. <br /> Gary Larson preaented a proposal by the Orono Baeeball Asan. (OBA) to <br /> upgrade the baaeball field at BederWood Park to regulation Little Lesgue <br /> atandards, including complete fencing, dugouts, concessionatand/press box, <br /> and acorebosrd. IIe explained thet OBA is growing in numbera, and uaage is <br /> overflowing the fields in Mound and Long Lake. OBA ia willing to build at <br /> its expen�e the needed facilities, b�t��.will need excluaive use of the field <br /> through 1993. OBA is seeking approval of the Orono School Dietrict for the <br /> building of rega2a��on� fie1�1� on the Crystal Bay Rd, aite awned by the <br /> School Diatrict as a permanent facility beginning in 1992/93. <br /> Xe estimated the cost of i�provements at Bederwood to be approximetely <br /> $15,000, and said it Was the best existing site in the area. OEA needa <br /> approval bq March 15th to neet its conatruction schedule and begin pley <br /> by June 2nd. John Gerhardson eaid that a conditional-use pernit siay be <br /> required for building of per�anent fencing and the atructurea, and if eo, <br /> will require a public hearing before the Planning Commisaion. <br /> A �aotion bq Gilbert, second by Erger, to reco�dend to Council u=e of <br /> BederWood Park as proposed by OBA, subject to the follo�wing: <br /> (1) a one-storq concession stand only; (2) all permanent iaprovements <br /> made revert to the Citq after 1993; (3)the licenae or use agr�ement to <br /> ODA is aubject to annual renewal bq the City; (4) OBA assumes sll <br /> maintenance, except for mawing of outfield; (5) OBA will furniah liability <br /> insurance; (6) OBA will have excluaive uae fro� 2 ?M Monday -l�riday, with <br /> the field open to public uae at other times. <br /> A motion by Flint to asend by eliminating the conceasion stand failed for <br /> lack of a second. <br /> During discussion, it was understood that City would have a key to the <br /> facilitiea. 1►lint expressed concern for overcrowding and parking shortage, <br /> and poasible nuisance to neighbors. The motion passed 4-1 . <br />
