Gaffron <br /> Senior Planning Coordinator <br /> CITY OF ORONO <br /> 2750 Kelley Parkway <br /> Crystal Bay, Minnesota 55323 <br /> Re: Application to Subdivide the Stubbs Property <br /> Dear Mr. Gaffron: <br /> I think it is important to document some of the history regarding the planning for roads in <br /> Crystal Creek and the general Watertown Road—Crystal Bay Road area. <br /> When I worked with the City to plan the Crystal Creek road plan,the City's long range <br /> plan was to extend the Crystal Creek road to its east and then hook up with another road <br /> extending north from Watertown Road. There were a number of reasons for this. First,because <br /> of the shear size of the land north of Watertown Road, if cul—de—sacs were built from Watertown <br /> Road, they would be too long and would not comply with City standards. The Crystal Creek <br /> cul—de—sac road,which is rather short, was already too long for city standards. To eliminate the <br /> long cul—de—sac the City intended to extend Crystal Creek's road to the east when Stubbs applied <br /> to subdivide their land. The road would then hook up with another road which connected with <br /> Watertown Road. It was believed that the likely road to hook up with would be Wear Lane, and <br /> another possibility was a road running along the east side of the Stubbs property. Also, for safety <br /> reasons the City wanted a road network in the area for multiple points of access to properties. <br /> The intent to extend the Crystal Creek road to the east is reflected in the Historical <br /> Information which you previously distributed to the Planning Commission and the Council, <br /> attached hereto as Exhibit A. The Resolutions noted that the Crystal Creek cul—de—sac was <br /> temporary and would be removed when the road was extended eastward. It also provided that <br /> the easterly—most lot in Crystal Creek would have a temporary driveway easement across the <br /> adjoining lot, and would have a permanent access when the adjacent road to the east is <br /> constructed along the north side of the Stubbs property. The Resolution stated that my <br /> undeveloped land north of Crystal Creek would also hook up with the Crystal Creek road <br />
